The workaround is to add an icon for "SelectAll" to the "Quick Access Toolbar" in the upper left corner next to the icons for save, undo and redo: On the same page (Options/Customize) select "All commands" under "Choose commands from:" at the left side. If not, then the Ctrl C combination might be in use in just one particular application. Another possibility is that some other application is hijacking that key combination. To test that, restart in Safe mode, with startup applications disabled. Test Ctrl C in Notepad. If it then works correctly, restart normally and use SysInternals Autoruns

The main issue, I believe, is that cmd.exe isn't dealing well with the bash environment. By itself the new cmd.exe actually does support Ctrl + v but whilst running bash, it doesn't. My workaround is to use ConEmu. It's much superior to cmd.exe alone and even gives you color highlighting when running bash. I've tested it and Ctrl + v does work.
The keys should be highlighted if they are working correctly. Do note that the Del key does not get highlighted in the on-screen keyboard. So, better try deleting a file. I tried all the above methods, but still it is not working. I noticed that the onscreen keyboard is working with the CTRL and also I tried connecting an external keyboard. That worked too. I don't understand how both the CTRL stopped working suddenly as I don't even use the right CTRL much. X0qDGs3.
